Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.
These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America's decline is inevitable, and that the next generation must lower its sights.
Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America - they will be met.
On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.
On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.
We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.
For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost. What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public's dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day - because only then can we restore the vital trust between a people and their government.
Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control - and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.
As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience's sake. And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more.
Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. 그러나 오바마 대통령이 부닥칠 현실엔 이 같은 이상(理想)을 이루기에 많은 장벽이 있다. 경제위기가 대선 승리의 원군이 됐지만 이제 대통령이 된 이상 그에게 짐으로 돌아왔다. 현재 경기 침체의 늪이 얼마나 깊은지조차 가늠하기 어려운 상황이어서 이를 원만히 헤쳐나가지 못하면 그에 대한 높은 지지율은 눈처럼 녹아내릴 수 있다. 세계적 경기 침체는 미국의 서브프라임 모기지(비우량주택담보대출) 부실과 과도한 탈규제 정책, 주택시장 침체에 기인한다. 이와 관련, 오바마 대통령은 세계에 진 빚을 겸손한 마음으로 갚아 나가겠다는 자세를 가질 필요가 있는 것으로 지적되고 있다.
아울러 이라크 전쟁과 아프가니스탄 전쟁에 이어 '가자 사태'까지 터짐에 따라 중동 문제는 취임 초부터 그에게 어려운 숙제를 던졌다. 취임 전 민감한 이들 사안에 대해 "미국 대통령은 한 명"이라며 한발짝 물러나 방관적 자세를 취했지만 이제부터는 오바마 대통령이 직접 뛰어들어야 하는 입장에 놓이게 됐다.
오바마 대통령 자신이 취임 100일 동안 '허니문'을 마다하고 시급하고도 굵직한 현안들을 처리하겠다고 강조하면서 초당적 협조를 구하고 있는 것도 모든 사안이 간단치 않음을 예고하고 있다.

워싱턴 권력 ‘젊은 엘리트’ 손으로 이동
ㆍ상당수 20~30대 아이비리그 출신
ㆍ자기 주장 강하고 일벌레 스타일
'버락 오바마 시대'가 열렸다. 오바마의 대통령 취임은 최초의 흑인 대통령 탄생이라는 의미를 갖는 동시에, 미국 정치의 '파워 시프트'를 알리는 신호탄이기도 하다.
8년 만에 공화당 정권이 민주당으로 바뀌고, 백악관 주인이 텍사스 출신의 62세 백인에서 시카고를 정치적 고향으로 하는 47세 흑인으로 바뀌는 만큼 정권의 특성도 크게 달라질 수밖에 없다.
영국 일간 파이낸셜타임스(FT)는 20일 백악관·내각에 자리할 '팀 오바마'의 면면을 소개하면서, 외곽에서 오바마 정부에 영향을 미칠 인물과 변수들도 전했다.
정권교체로 가장 눈에 띄는 변화는 크게 세 가지로 요약된다. 부시 행정부 때보다 주요 인사들의 평균 연령이 낮아지고, 인종적·성적 다양성은 확대됐으며, 대도시 스타일의 신기술에 정통한 인사들이 늘어났다는 점이다. FT에 따르면 대통령이 지명하는 공직자 3300명 중 상당수가 20~30대이며 아이비리그(미 동부의 8개 명문 사립대) 출신이다.
자연히 부시 행정부 인사들보다 엘리트주의가 짙고, 일벌레 스타일이 많으며, 자기주장이 강한 그룹으로 보인다고 FT는 평했다. 워싱턴포스트는 지난해 말 "오바마 정부의 최고위직 인사 대부분이 아이비리그나 MIT·시카고대 등 미국 명문대, 옥스퍼드·케임브리지 등 영국 명문대 출신"이라며 '지적 엘리트들의 편협성'이 우려된다고 보도했다. '올빼미'형인 오바마는 밤늦게까지 일할 가능성이 높고, 당선자 시절 1주일 내내 정보기관 브리핑을 받음으로써 일요일에도 일할 가능성을 시사하기도 했다.
FT는 그러나 인물 교체의 영향을 지나치게 과장할 필요는 없다고 분석했다. 워싱턴은 언제나 정치와 정부에 중독된 '인사이더'들의 도시이고 앞으로도 그럴 가능성이 높기 때문이라는 것이다.
실제 오바마 정부에서도 힐러리 클린턴 국무장관과 톰 대슐 보건장관, 에릭 홀더 법무장관 등은 오랫동안 워싱턴을 무대로 활동해온 이들이다.
